The new CEO will take TECH5’s Digital Public Ecosystem (DPE) model, already live in national programs such as the BIEN platform in Honduras and the SevisPNG in Papua New Guinea, to new countries.

TECH5, an innovator in the field of biometrics, digital identity and Digital Public Ecosystems (DPE), today announced the appointment of its co-founder and Chairman, Rahul Parthe, as Chief Executive Officer. Parthe, who has served as the company’s Chief Technology Officer, will continue to set TECH5’s technology strategy. With this appointment, Parthe assumes full operational and strategic responsibility to accelerate the global adoption of the firm’s solutions across public administration and key commercial sectors. Co-founder Machiel van der Harst, previously CEO, continues with TECH5 as Board Member and Co-Chief Operating Officer (Co-COO).

Parthe’s conviction, formed while architecting national identity systems at population scale, is that identity alone does not transform an economy; the real impact lies in the applications and services built on top of it. This conviction drives TECH5’s DPE approach, which extends Digital Public Infrastructure (DPI) beyond identity: identity serves as the foundation on which payment rails, credential issuance, and public and private service delivery operate.

With more than twenty years in biometric identity management, Parthe has held senior technical roles at leading organisations in the international biometric industry, including Identix, L-1 Identity Solutions and Morpho. He was lead architect and program lead for the biometric solution delivered by L-1 Identity Solutions to the Unique Identification Authority of India (UIDAI) for the Aadhaar program, responsible for the multimodal back-end de-duplication system. He was also chief architect of Indonesia’s KTP-el national ID system, which enrolled and de-duplicated 103 million people in its first year.

After leading these national-scale projects, Parthe co-founded TECH5 to develop sovereign identity infrastructures tailored to the needs of countries across multiple continents.

As CEO, Parthe will focus on three priorities: extending the DPE model to new countries, building on live national programs; expanding payment-rail and financial-inclusion partnerships so that identity translates into services citizens use; and sustaining TECH5’s investment in proprietary, AI-based multimodal biometric algorithms that power accessible identity platforms advancing digital and financial inclusion.

TECH5’s proprietary biometric algorithms are independently evaluated by the U.S. National Institute of Standards and Technology (NIST), whose benchmarks are widely referenced in government identity tenders. In NIST’s FRIF TE E1N fingerprint evaluation (March 2026), TECH5 achieved a false negative identification rate of 0.01% at a false positive identification rate of 0.1% on flat fingerprints, with a mean search time of 43 milliseconds on a five-million-record gallery. Its contactless fingerprint capture was tested by iBeta Quality Assurance against ISO/IEC 30107-3 presentation attack detection and found compliant with Level 1, with an attack presentation classification error rate (APCER) of 0% across 900 attacks.
