The former official from the Belgian Federal Public Service Home Affairs will lead the international digital identity programs strategy from TECH5’s headquarters in Dubai.
Her appointment responds to the wave of government investment in Digital Public Infrastructure (DPI) driven by European regulations and multilateral banking finance in the Global South.
DUBAI, October 2026 – TECH5, an innovative company in the field of biometrics, digital identity, and Digital Public Ecosystems (DPE), today announced the appointment of Victoria Errea as Vice President of Delivery (VP, Delivery). From the company’s office in Dubai, Errea will lead the global implementation and deployment of TECH5’s digital identity and biometrics programs for governments and large corporations.
With more than 17 years of experience in highly regulated environments, Victoria Errea brings a valuable dual perspective, having worked both in public administration and in international development consultancy. For over five years, she served as Chief Project Manager at Belgium’s Federal Public Service Home Affairs (Ministry of the Interior), where she directed national programs for the Belgian electronic identity card (eID), public key infrastructure (PKI), biometric onboarding, and digital certificates. During this time, she also acted as Belgium’s Single Point of Contact to the European Union regarding identity and travel documents. Previously, she spent over a decade managing and driving projects funded by the European Union, the World Bank, and United Nations agencies across various African countries.
Errea’s appointment reinforces TECH5’s commitment to bringing senior executive talent onto its leadership team—professionals who understand from the inside out the design, public procurement, governance, and technological sovereignty challenges that states currently face in modernizing their national infrastructures.
According to Rahul Parthe, CEO and Co-Founder of TECH5, “We are delighted to welcome Victoria to our executive leadership team at a crucial moment of global technological transformation, as governments worldwide accelerate the building and modernization of their digital public infrastructures. Errea’s deep experience leading critical national deployments from within the public sector, combined with her track record in international development, greatly strengthens our ability to support states in implementing robust, sovereign, and inclusive identity ecosystems.”
This appointment also coincides with an unprecedented wave of investment and regulatory adoption in Digital Public Infrastructure (DPI) on a global scale. On one hand, Europe is setting the international regulatory timeline. Following the recent analysis by the Digital Identity Observatory of the Politecnico di Milano covering more than 250 active identity cases worldwide, the countdown for the eIDAS2 regulation is consolidated, establishing that EU member states must offer a digital identity wallet to their citizens before the end of 2026, and regulated private entities must accept it before the end of 2027.
On the other hand, multilateral development banks, led by institutions such as the World Bank, are funding modernization processes for national biometric systems serving populations of hundreds of millions of people in emerging economies. This momentum is evident across continents such as Africa, where the convergence between biometric identity and digital payments has become a public policy priority. A prime example is AfricaNenda’s SIIPS 2026 summit in Mauritius, sponsored by TECH5, which focuses on the launch of the report on inclusive instant payment systems alongside regional central bank governors. Furthermore, the company will present the real-world impact of its technologies deployed in countries like Papua New Guinea and Honduras in the showcase space of the Global DPI Summit 2027 in Bali.
According to Victoria Errea, “Bridging the rigor of the public sector with the agility and innovation of private industry is essential for the success of a country’s digital transformation. Secure digital identity is the cornerstone of social and financial inclusion, enabling citizens to access public services and economic opportunities transparently. At TECH5, we share a long-term vision based on respect for local priorities, national data sovereignty, and knowledge transfer so that each country retains control over its own solutions.”
Victoria Errea holds a degree in Political Science and Public Administration from Pompeu Fabra University in Barcelona, a Master’s degree in EU International Relations and Diplomacy from the College of Europe in Bruges, and is PRINCE2-certified in program management. Additionally, she brings a truly multilingual profile, working fluently in Spanish, English, French, German, and Dutch, as well as possessing basic knowledge of Arabic, facilitating direct dialogue with governments and strategic partners in Europe, Africa, Asia, the Middle East, and Latin America.
About TECH5® Group
TECH5 is an international technology company founded by experts from the biometrics industry, serving governments and the private sector. For governments, TECH5 turns national identity investment into a Digital Public Ecosystem (DPE) that the nation owns and sustains. It runs on trust infrastructure on which every issuer and relying party is verified before any data or value moves, so that every institution can participate and every citizen can be served, including those without a smartphone. Banks, telcos, fintechs and integrators use the same identity technology as standalone components for onboarding, authentication and identity assurance. TECH5’s face, fingerprint and iris recognition algorithms are consistently among the most accurate in NIST’s independent evaluations, and its technology powers national identity programs and Digital Public Infrastructure (DPI) in multiple countries.
